Frank is an associate attorney with Strassburger McKenna Gutnick & Gefsky concentrating in civil and criminal litigation, civil rights claims, First Amendment issues, medical malpractice and personal injury.

Frank has a B.S. degree in Criminal Justice from West Virginia State College; an M.A. degree in Education/Leadership Studies from Marshall University, and a J.D. degree from West Virginia University.

Frank previously served as senior counsel for the Allegheny County Office of Conflict Counsel, where he successfully defended clients in numerous jury and non-jury trials charged with various offenses, some of which include sex crimes, possession of firearms, criminal homicide, drug crimes and violent crimes. Frank also developed a successful track record for transfer of jurisdiction/Act 33 juvenile cases, appeals and PCRAs.

While in law school, Frank earned a position on the National Moot Court Team, volunteered for Volunteer Income Tax Assistance program initiated by the Internal Revenue Service, elected president of the Black Law Students Association, received the CALI award of excellence for trial advocacy and was selected to the Order of the Barristers.

Prior to law school, Frank graduated summa cum laude from Marshall University; was elected to two terms as president of the Student Government Association at West Virginia State College; voted citizen of the year by the Omega Psi Phi Fraternity, Incorporated; and unanimously voted as the Freshman Athlete of the Year at West Virginia State College.

Frank also served as an auditor for Chubb Insurance in Pittsburgh, where he amassed in excess of $1.2 million in savings, and as a law clerk for Dominion Resources, where he concentrated on labor law and mergers and acquisitions. Additionally, Frank served as an educator and counselor for Shawnee Hills in Charleston, West Virginia where he worked directly with at-risk teenagers, assisting with curriculum, treatment plans, and short- and long-term goal setting.

Frank is a member of the Omega Psi Phi Fraternity, Incorporated; was selected to the American Inns of Court, the Board of Directors for West Virginia University College of Law, and the Black Student Alumni Board, where he actively participates in the mentoring program and minority recruiting; and previously served on the Board of Trustees for Propel Schools in Pittsburgh, Pa. Additionally, Frank frequently volunteers for speaking engagements to address education, leadership and legal issues.

Frank resides in the Pittsburgh area with his wife and two children.
